SolutionAs far as I can tell no difference having actually used both. The US is pretty good with Israel as far as export restrictions.
Certain kinds of 128 bit encryption are restricted for sale to certain countries.
I have not been able to find any differences beyond what I state above.

Encryption should be the only issue, and it looks like it can be exported to most countries except the terrorist countries:
"Worldwide Exportable from the US: This version has US Commerce Department approval for export to
any country except the â terrorist 7.â "
