I need a software tool that telling me which patch, quality pack and SP must be installed for up to date the system.
Is there a tool for purpose above?

You can do this by doing a custom patch assessment on ITRC. BUt to do so, you need to have an ITRC account linked to your support contract.
Otherwise, the SupportPlus bundle should still be downloadable from software depot and will contain mostly what you need for a decently running 11.11 system. Same web site (software.hp.com) also features freely downloadable updates to other HP-UX 11.11 subsystems -- i.e. Fibre-Channel, Internet xpress, CIFS/SAMBA, etc..
For security patches, there are a wealth of web sites that will guide you on what you need as far as patches.

Included in level of support contracts you can have a periodical patch analysis and CD prep'd for you. Ours is twice yearly.
I run the "collect" script and send this
and info on the systems....and...
HP does the custom patch analysis, then they prep the CD (my preference)for what we have, what I am planning on and what is already there........
It's not cheap, but it's worth it and makes patching far less painful.
If don't have it now maybe you can get mgmt to pay for it, I highly recommend talking to HP Rep about what a good support contract can do for you.

you can run a patch assesment tool , cpm_collect.sh and it will tell what
patches not there in the system and which patches need to be update in the
system.
Download the script run, and upload and check the report,
