I need to activate 4 cores.If you see the output

Number of inactive cores: 24
I have 8 inactive cores with usage rights. Can I use icapmodify -a 4 instead of activating the Ticap icapmodify -t -a 4?

1)IS that mean I have 8 cores in the superdome with usage rights but de-activated?
2)Is that 8 cores are icap cores or normal cores?
