iconv:Japanese to utf8 conversion problems

Hi,

We are having problems in converting some xml files in japanese to utf8.
We are getting the error:
iconv: can not initialize conversion.

The problem is we are trying to the build in clearcase environment and do not know what environment variables to set, so that iconv picks the files from the clearcase build environment,

Any information on this is greatly appreciated.
