Appreciate your input on this. /var/tmp is over 200 MB free.
PAX patch installed (recent).
Workstation B180L.
OS & Patches installed from CDs set for Dec 2002.

I think there is a solution in there. There is an exact match on your error code and several bunnies in the thread, always a good sign.
I also recommend an Ignite Upgrade.

I have tried to install patch PHSS_27406 (analog for 27407, but for 11.11). It failed saying "no such fileset", which is explainable as it looked for 3.4.69 and I have 4.1.55.
Upgrade, well I'd love to. To what version?

It might help, but you need to get any Ignite patches in as well.
I can't find any patches based on Ignite searcdh criteria.

I have tried 1.6 - it passed the archive state but failed on the next one.
So, I guess I will be trying 1.0 ?

They've changed the description again - I think you want the all 4 bundles option which will allow you to Ignite pretty much anything from 10.20 on.
