Found posts about this but none seem to apply here. The disks are there in /dev/disk and /dev/dsk. ioscan shows good hardware. Agile View is real new to me so I do not know what else I can check at the moment.
Here are the details. HP-UX 11.31.

From the document:
"The disk devices for VxVM are mixed with the agile devices. In this case vxvm is not used on this system, so by removing the /dev/vx/, the make_net_recovery and make_tape_recovery worked with no errors."
So this looks like it might exactly match your situation. Anyway, you should check the agile devices using the suggested command:
#ioscan -fnNC disk
Until you're familiar with agile devices, every time you use a command that deals with disk devices, you should be asking yourself: "Does this command need the '-N' option?"

SolutionFound the problem and solution.
Run rmsf -x to get rid of all the stale devices.
Then look in /dev/disk and /dev/rdisk and remove all the unmatching disks.
#ls /dev/disk
