INIT is spawning too rapidly

Operating system 11.11 rp4400.

I am not sure how to fix a INIT error:
I am receiving "command is respawning too rapidly" showing files that I have already deleted along with it's file structure.

How do I fix this INIT error?

You have probably remove a command which is started in /etc/inittab

Edit inittab

Change the file respawn to off for the line which give an error.

Activate the new /etc/inittab with the command 'init q'

I commented the line referring to the spawning. Then rebooted the server..
And the spawning stopped. I had tried previously reloading OS and could'nt until after taking these steps .. I am in the middle of reinstalling my OS.. which is what I wanted to do but could'nt because of the spawning....
