Installing cp1251 locale on HPUX 11.23

Where to get locale definition file for cp1251? And do I need to install some special compiler?

Are you sure cp1251 is a locale ?
Normal locale conventions are : _.

If you need anything special, why not choose for utf8, which includes everything.

I'm not sure :) I just don't care :) I understand that utf8 is better choise, but for some damned reasons I need ru_RU.cp1251.

As far as I can see, only ru_RU.iso88595 and ru_RU.utf8 are supported by default.
