Itanium, PA-RISC, cross compiling
Is it possible, on an Itanium, running 11i v1.5, to build executables targeting the 32bit PA-RISC IA?

Although I haven't seen any official documentation, I am 99% confident that this is possible. HPUX has always allowed you to compile programs for portability across all HP 9000 platforms through the +DA flag of the compiler - I assume it will be the same on Itanium.
If you compile with +DAportable it should produce a PA-RISC 1.1 executable. Check the man page for the compiler (if you're using HP aCC or ANSI C) for details.
