Kernel
Configurable parameters.
When done, sam will guide you through a kernel recompile and system boot.
This can all be done manually with kctune. If everything you change is dynamic then sam or kctune will not need to boot the system. The status, dynamic or statis is displayed in sam.

I'm not sure what kernel you are wanting to change. Just use SAM --> Kernel configuration --> Select Tunables then hit enter and then you will see the kernel. Hope this helps.

The 2 you mentioned are no longer used in 11.23, as Clay said.
If you have documentation that is mentioning those for 11.23, then it is incorrect.

An oracle installation did not go through because of the parameters that i mentioned was missing.
So any idea about this.

These parameters are not applicable to 11.23.
What version of Oracle are you installing? Is it supported with HP-UX 11.23/11iV2?
