The latest - and probably final - for HP-UX 11.0 is MC/SG 11.14 - avail here in PHSS_31015:

Georgee, Jeff is right - Version A.11.16 is only for HP-UX 11i.

If you are indeed looking at HP-UX 11.00, then 11.14 is the latest and last version of Serviceguard for that release.
11.15, and the latest 11.16, are for HP-UX 11.11 and above
