Which verison of NEtworker is applicable to 11.23's?
How much does it cost?
How much space does it need?
How can we find installation manual?

I've checked NEtworker manuals.
I have to install 3 softwares:
Server, storage node and client.
I have tape disks connected with SCSI to every one of the servers.
Should I install storage node on every one of these servers?

Depends on what you would like and what you need.
You can setup a traditional backup server with multiple clients, and you can use more advanced backup methods like adding a FC tape device to a client for direct backup recovery. This could be very convenient if you have large databases. If you would like to add a tape device to a client you need to install the storage node software on that client.

Sometimes, a large file server or database server may be configured as a storage node primarily for the backup of local data. Such a configuration prevents data from traversing the IP network, maximizing backup and recovery performance and reducing network congestion. Dedicated storage nodes provide this capability for SAN environments. A dedicated storage node does not provide service to network clients. Instead, a dedicated storage node is configured to back up its data directly to a SAN-attached storage device, such as a tape library. Multiple dedicated storage nodes can share a single storage device
