Was this a message on the console? Have you looked at /etc/rc.log?
Sounds like an application is trying to be started by an rc script but the app's database (and perhaps the app itself) is not present because it was not included in the Ignite backup / recovery.

You need to obtain or generate a license key for the product as it is running on the current system. License keys are usually generated based on the server's identification (as derived from 'uname -i').

You could be missing a crucial license data file - most of the wind up in /usr, /etc, or somewhere in / OR (and this is very likely)
the licensing is somehow tied to the MAC address - typically lan0 or the SPU ID. These types of licensing are very often the downfall of disaster recovery plans because you don't know these MAC addresses or SPU ID's in advance so that licenses can be obtained.
