licensing and unable to access system

Hi all!
I am trying to create a configuration using SAM on a HPUX11.0 system, I have ran into two problems:
1st when trying to create the configuration I get a message indicating the it failed due to
Error: system 'wrchh05m' not accessible from 'wrchh05m'
Error: ssytem 'wrchh05k' knot accessible form 'wrchh05k'
and so on......

2. If try to input the license number under the platfrom license tab in SAM I get a:
Error: cannot find the licensing disabled option information

Any information would help, this is a duplex system
