limited access to SAM

How can I give my staff limited access to SAM based on their ids. For example, I only want some of my staff to admin users/groups without the capability to admin other stuff.
nothing can stop me

You can use access control list (ACL) see man acl, this will do it.

User restricted sam. Invoke sam with sam -r. You will be able to configure individual users with specific sam capabilities. I have given user/group administration to my help desk guys--it works great.
What anybody thinks of me is none of my business.
