LOAD greater than 5 on RP7410

LOAD greater than 5 on RP7410

In an rp7410 server the top command gives output values of LOAD greater than 5 for the cpu 0 (the other cpu has LOAD less than 1). The server does not consume raw CPU which is 93% idle (checking also with vmstat). Though the application of this server does not yet processes any data, are these values a normal behavior?
What is the normal range of output values for the LOAD in top command for an rp7410 with 2 cpu and 2G memory?

the /dev/tty device are migrated to processor 0 as the
corresponding(sy) driver is not multiprocessor safe. This
results in application performance degradation.

The version of HP-UX is B.11.11.
Patch refers to that version also?
