Is he using telnet, rlogin, ssh, ftp? What's his procedure? Paste in the error after you try to login.
From root, can you su -?

Do a tail -f syslog.log and have the user try to login again. Maybe syslog will show something. If not can you remove and then add the user back.

Solution-user's home directory is NFS mounted and your network is choking
-user's default shell is not right
-there is something in the user's .profile, .login, .kshrc, .cshrc (depending on user's choice of default shell, in one or more of these) that can not run successfully
-user accounting is enabled and user has so many or so much files stored under his/her ownership, accounting is taking forever to complete.
take your pick and let us know if any of these is the case.

Is all well on the server? Hopefully yes.
I had a user recently complain they could not log in. That was because her supervisor thought it was a great idea to put her history file on NFS.
Didn't do that to his own ID.
