login "wait for login retry"

With no Trusted system.
During telnet, if password failed 3 times, the session would be dropped.

My question is, is it possible modify password login failed times with no trusted system?

I don't believe there is a way, although I have seen PAM_MAXTRIES in the man-page for pam_authenticate. But it seems that this is controlled by the login program that calls this procedure. I imagine, 'login'?

Also, from the login page:

After three unsuccessful login attempts, a HANGUP signal is issued. If a login is not successfully completed within a certain period of time (for example, one minute), the terminal is silently disconnected.

Yes, though you may need to write a script to look at the output of the lastb command to implement it.
