Need to check out some software for billing back to end users (other divisions) for system and application usage.

Anybody care to recommend anything in particular ?

What about built in auditing?

You could use big brother to monitor apps, and report on uptime...

For a complete solution, HP Openview has something to offer (probably expensive though and might not suit):

For storage you could look at HP Openview storage accountant:

For CPU/Memory, Workload Manager produces auditing information suitable for billing back etc:
