Well you need to be in the root account login to change the root password, right? So if you no long remember it then you're going to have to reboot the box and go into single user mode which bypasses the password challenge.

SolutionYou did not provide details on the HP-UX
version you use.
If we assume you are using HP-UX 11.11,
and NOT having Boot Authentication product,
then resetting lost root password is as
simple as interrupting the boot process
and booting into single-user mode at
the console.
Then, you can run commands like passwd(1m)
to change the root's password without
knowing the old one.
Boot Authentication - site's security
policies that may require users to
authenticate before they can boot the system
into single-user mode. Previously, this
feature was only available on a system that
had been converted to Trusted Mode. This
product provides secure single-user mode
with root password protection, but without
the overhead of converting the system to
trusted mode (which will become obsolete
in HP-UX 11.41).
Othwrwise, if your HP-UX runs a newer release
than 11.11, just boot into single-user
mode and reset the root's password.

Yes, you can reset the password from any equivalent superuser. Either another superuser, sudo, RBAC, etc.
