I want to extend the logical volume...but I can't. One message shown that "lvextend: "LogicalExtentsNumber" is not bigger than current setting".

Your logical volume is already 3008 MB in size. You can't extend to the same size.
If you do a 'bdf' and the size of the file system is smaller than 3008 MB, then you need to use either fsadm or extendfs to extend the file system.
If you have Online JFS, you can use fsadm. For example, if your LV is mounted at /mylv, then you would do 'fsadm -b 3008m /mylv'.
If you don't have Online JFS, then you have to unmount the LV and run 'extendfs -F vxfs /dev/vg90/rlvol1' (this assumes a vxfs file system type).
