The make_recovery utility you have installed is included in Ignite-Ux software. The version you have installed might be quite old the latest version is available for free at
http://www.software.hp.com/portal/swdepot/displayProductInfo.do?productNumber=IGNITEUXB
Click on Receive for free and fill your personal details and download the depot and install. It also includes a checksum to verify that your download was successfull. Your depot might give some errors if checksum don't match.

make_recovery option are incompatible with make_tape_recvoery. Here's a recommended command line for make_tape_recovery to bakup VG00:
/opt/ignite/bin/make_tape_recovery -I -v -x inc_entire=vg00 -a /dev/rmt/0mn
Change 0mn to the appropriate tape drive.
