In the switch area (containing the buttons for the desktops) press the right mouse button and you get a popup-menu with the item Add Workspace. I guess that is what you want...
Every problem has at least one solution. Only some solutions are harder to find.

Depends if the users session returns to a current session or a previously saved home session where there was just 4 workspaces.

see the CDE style manager option .... on CDE's front panel.
