Under 11.0 one can set the kernel parameters nstrpty and nstrtel (and sometimes shmmni) to specify max number of telnet sessions. I find that nstrtel does not exist under UX 10.20.
Which parameters must I increase?

Solution
Under 11.0 the Max number of tty sessions is:
npty nstrpty and nstrtel
Under 10.2 the Max number is:
npty and nstrpty
These parms take very little in memory, the default is 60 or 90...but you can increase it quite a bit because of it's small mem demand. I have some system set to 400 and others to 800, but you'll have to determine your needs.
