cmhaltcl -v -f (-f required if packages already running) to stop
cmruncl -v (to start)
Node:
cmhaltnode & cmrunnode
(check the man pages, if node is running package and enbaled for switiching it will switch)
package:
cmrunpkg & cmhaltpkg (also cmmodpkg)
Check the man pages for more info.

Before managing clusters in a production environment, you might consider taking an MC/ServiceGuard course. I took it too and never regretted it.
Some questions before shutting down a cluster node:
. Are all packages on that node configured to switch?
. If your cluster is not a 24*7 production environment: Do you want to do the operation inside or outside production time?
. Do you want all packages to switch to another node or shut them down too?
Maybe these questions are not the answer to your questions, but your issue is not just shutting down a node, but it goes much deeper than that:
. What to do when the cluster does not form afer after reboot;
. How to startup or switch packages?
