that is too much. you might be having default buffer cahe as follows.
dbc_max_pct is 1t 50%
Should not be that much. Depending upon apps/databases you run set it about 300-400mb.

I think Buffer Cache is 102Mb, not 1.8Gb! :-)

This will limit cpu expensive changes in the buffer cache.
The numbers are not as important as the difference between them.

102mb buffer cache
48mb free (you will be swapping soon)
All usages are look accurate and normal for a HPUX system.
Depending on the system, 1GB of physical RAM is not much.
first recommendation is to up physical to 2GB
if not possible start tuning down soem kernel settings. View systems table through glance and tune down those first.
