Memory Windows error? See error below...

Password: *,loadLocale: wli->buffer=0. Likely due to internal error no loadlocale done.
Memory fault

"SEQ" variable - stack problem, variable loses it's value when used by 8 user IDs simultaneously.
Last weekend I came in and made some kernel parameter changes, specifically maxusers, maxuprc, and maxusers (this in turned increased other parameters). This solved the "unable to create pipe problem).
Now it appears like we are receiving windows memory errors and the error listed above. Currently memory windows is disabled (set to 0).
Currently we are doing simulation testing with up to 4 or more users running up to 10 SQL queries.
What does the "memory fault" in the error message above indicate?
