This is one of those RTFM questions.
You should to be sure read the license agreement.
Data replication is not the only factor.
Metro cluster is designed to work over longer distances. You can replicate your data with a fast pipe and products like Oracle Dataguard.
If you want it to work with active and passive node not in the same data center then you need Metro Cluster Software, and you need a license to use any software.

SolutionThis is the reason it was splt off from the CC product/licensing some years ago.
What you WILL require is the reevant license (per core I think) for CC when using Logical Data Replication.
