migrating from 11.11 to 11.23 and Security levels

Hello.
I am cold-installing HPUX 11iv2, but I want the same (or a similar) security level than the one on my last version (11.11).

The Installation and Update guide lists the 11.23 security levels :

It also says it uses Bastille which doesn't seem to exist on 11iv1.

For Info, I'm using REXEC (which calls Xterm) for remote sh.

What Security level should I choose?
