Is there a way to re-create the VG including the former Data ?

There is no need to recreate vg.Please provide some detailed information so that we might help you. Which version of OS ? Which VG got lost ?
Are physical disks on which vg was allocated allright?

we actually have a map file. However when we use this map file our Data is not found.

vgchange -a y -q n
This will allow it to be activated without quorum.
If you have lost primary & mirror of any LV then you must restore from backup.
