Strictly speaking, '/etc/setprivgrp' is a symbolic link to '/usr/sbin/setprivgrp'. In reality it is a transition link. If '/usr/sbin/setprivgrp' exists either use 'ln -s' to recreate the link, or run:
# /opt/upgrade/bin/tlinstall -v -l

Since the binary comes from the core filesets:
# swlist -l file|grep privgrp
...I would verify your server's integrity with:
# swverify \*

ERROR: Corrupt OE.OE-ENTERPRISE,l=/,r=B.11.11.0612
This does not look good. To correct orrupt software you sually have to reinstall. Isn't this my base O/S though? Any advice on how to fix this?

Given the number of errors I would cold-install. However you might try:
# swverify -F \*
...and see how much cleans up.

You can find the name by:
swlist -l file | fgrep /usr/sbin/setprivgrp
For 11.23:
OS-Core.SYS2-ADMIN: /usr/sbin/setprivgrp
