everytime that I try to install sudo-1.6.8p9-hppa-11.23.depot on MY system, it keeps on telling me that I am missing heimdal.heimdal-SHLIBS, but on swlist it shows it already installed.
Have anybody run into that dependency detail before. I downloaded all dependencies from http://hpux.cs.utah.edu/ and it keeps to giving me the same error.

Weird, I just ran into this this morning on an 11.11 instance. I believe the heimdal-SHLIBS package is related to Kerberos.
Anyway, this doesn't directly answer your question but I ended up downloading the sudo from HP's IExpress package. It's the latest release (1.6.8p12) and doesn't have any crazy dependencies.
Here's the link for the 11.23 packages: http://h20293.www2.hp.com/portal/swdepot/displayProductInfo.do?productNumber=HPUXIEXP1123
That page makes it seem like you'll have to download all of the software in a given bundle, but on the subsequent pages you can select the packages individually.

Kerberos is also available on the Core OS or Application CD.
The sudo installation may also fail due to a suid permissions issue.
Actually, I think you should go get sudo from the Internet Express Package. That depot is complete, tested by HP and contains all dependencies, avoiding all of these issues. The prior post gives the link.
