Missing Xrender h/lib file under HPUX 11.00

I'm tring to compile gtk+2 under HPUX11.00, when I was compiling cairo, it told me there is no Xrender.h avaliable on my system.
I've installed HP's development kit. The X11 development files have been installed, but there is no Xrender.h file. I also need render.h, Xrandr.h files.
Anyone can help me ?

google seems to indicate that those are separate components. I just checked my 11.0 system and they aren't on it either.
