Modems attached to MDP on DTC 72MX

Can anyone out there help with a problem I have where modems do not connect first time, and sometimes take several attempts to connect.
We have 6 Multitech modems connected to an 8 port MDP which is connected to a dtc 72MX. None of the modems seem to connect first time and changing flow control settings and speed etc made no difference as far as I could see. Am I missing something in the DTC config? I have reset the modems back to factory default and reset them to the settings recommended by HP. This helped a little but they are still not acceptable.
