Moving package to new "primary" node - SG 11.18.00 on 11iv2

I have 11iv2 hosts runnnig SG 11.18.00  Its an 8 node cluster with with each node having 1 app ( package) active/running and configured with 1 failover node.  I want to alter the primary node for one package.

IE.  package A  is set for primary Node 1 with failover to node 2.  I want to change the primary node to node 3 with failover to node 2.

Is this thie proper package task order...

1. Alter the package ascii to reflect node 3 as the primary.

2. Halt the package.

3.  Check/apply the package ascii file (that nows points to node 3 as the primary).4.  start the package (cmmod...) on node 3. (of course all necessary SAN disk/lVM work has been implemented on node 3 to utilize the package)
