the script installs successfully on another HP-UX machine thus i have ruled out the possibility of an erroneous script. hence it must be either the environment settings or space issues that are the cause

It's looks like a space problem. Did you try increase space in /tmp ?? Try increasing the tmp size or while installing redirect to somewhere else where you have plenty of space

An FS in the /dev/root VG is filling up during the install. I suspect that it's the /tmp FS & that 19826.properties is the culprit.
Do a bdf to see exactly which FS is full/filling & try to clear some space in it.
Use
du -akx | sort -nr | more
from the top of the FS
to see files in the FS sorted in descending size to see what "big" files you can delete to free up space.

You /tmp filesystem is full.. Try increasing space or else copy that installation file to some other directory except root where you have space and then install the application.

The problem is with /root so start with /etc/utmp , search for core files and free up the root .
