msgseg IPC HP-UX 10.20: global or per queue

The IPC kernel parameter msgseg is defined on HP-UX 11 as the total number for all queues together.

On HP-UX 10.20 it is defined as a per queue value, but I suspect the description of HP-UX 11 applies better: I run into a situation where I get EAGAIN on msgsnd although no single queue is full. The sum of all queues however approaches the maxseg*maxsz limit.

Can somebody confirm this?
