I can telnet to the box. (K210, running 11.11) But if I try to dial in via the modem, I get no login.
Yet, if I telnet in, I see the getty process running against the port.

Solution
Modem itself may be confused - cycle modem power
Modem may be bad - replace with known good one
Getty may be stuck - kill getty process
HP service modems and serial port has always been set to different speed and parity ( 2400, 7, e ). Maybe there is a prompt but you are mis-matched with settings and cannot see it.
I found in the past that SAM ( devices, modems) is the best tool to get the attached modem to work. Review settings, stop, start, reset, etc...

I just built a new port, moved the cable and it works.
