No Login Prompt Show
Recently I am doing a patch upgrade via Patch Bundle

HWE1100(B.11.00.0403.3) Hardware Enablement Patches for HP-UX 11.00, March 2004
QPK1100(B.11.00.64.4) Quality Pack for HP-UX 11.00, March 2004
After I apply QPK1100 it works fine but after I apply HWE1100, it reboot and telnet users can't see login prompt. Users only have blank screen and cannot ftp either.
No Failure in /etc/rc.log
Can anyone help?

can you provide more details :
have you tried to ping the server from outside ?
is telnet and ftp the only services affected ?
what about ssh ?
check /etc/inetd.conf and see if they are enabled , ie whether the telnet and ftp lines are commented ?
--- if its commented then uncomment them and run inetd -c and try telnet again .
you should get some error atleast , either a connection closed or connected refused etc....

problem could be due to
PHNE_24762:s700_800 11.00 telnet kernel and telnetd(1M) patch.
there is a superseeded one PHNE_32748, try installing this one (required reboot).

I can ping,
Your trick doesn't help... It only make the server to refuse the connection.
I can connected via telnet but the "Login" prompt doesn't show.
It is just hanging in there. doing nothing

Since everything was fine until you installed the HWE1100 patch set, i find that one of them PHNE_24762 is for telnetd and is superseeded by PHNE_34768.
So see if you are able to install this patch
PHNE_34768.

maybe it's better to install HWE first, then QPK - or both together.
