no swap are used

Hi:

Some body know what is the reason why my system not use the swap space ? The system send a error HPUX 12, and my client oracle tell me that when try connect at system, these get a error OUT OF MEMORY and my swap info tell me that are using 3 %

ANY IDEA ?

what is the reserve memory value
