not getting logged in root account
what is the solution ? it may be changed through single user mode . but y it happens that only through ftp it is allowing .

I'm not too sure why this happened, though I can give a solution in resetting the root password again for your situation with out reboot. Though I haven't tried this personally.
Since you state that you are able to ftp to this server as root with new password. You ftp as root and download the /etc/passwd file to the local machine. Edit the "passwd" file and remove the ecrypted entry for root in second column. once done, ftp the modified passwd file back to /etc as root. Since it is logged in as root through ftp, I'm assuming it might allow you to overwrite. If its able to overwrite your problem is solved. You can telnet to the server as root, Now the password is blank.
Now you can reset the root password. But be cautious. Do not logout just yet. Open another terminal and try logging in as root with new password. If it works fine, if not atleast you have a terminal to troubleshoot. This process will let you avoid a boot to single user mode atleast.

only allows only ftp
i want to know is ther any particular reason
for that to allow in ftp not in other ports or in console

Did u tried with any other username?
Is this problem exists only with root or every user?

Please check the hosts.deny if telnet is present, Iam not sure if Iam right.
But you can always cross verify.
