With NT telnet, under the "Terminal" option make sure you set the emulation to "vt100/ansi", then at the shell prompt do
export TERM=ansi
after that you should be able to clear the screen at least.
It is true that the telnet program that came with NT isn't anything great, so get a commercial one if you could.

I've have lots of NT and WIN95/98 machines which users use default windows telnet. It is costly to install 3rd partly telnet sw on all these machine, so we had to live with it. I've observe a trick that might be helpful.
When the telnet screen is "jumble", press
