ok....dumb question

is there any difference between HP-UX running at 32 and 64 bit, beyond the different harware? I mean will the two system behave the same way, for instance will using a workstation running 32bit be represenative of a server running 64bit from a usage and admin standpoint?

There's nothing fdisk can't fix

For the most part, there will be little difference between 32 and 64 bit for the sysadmin. That's not the same for user programs and application software. Software that was not designed to be portable can have a lot of problems between revs, whether it is 10 to 11 or 11/32 versus 11/64.

The main advantage of 64 bits is to remove the restrictions on memory addressability. Some programs can use that feature, other could care less. However, you might as well start running 11/64 as soon as possible. After all, 11.0 has been out for more than 3 years! And 11i (aka, 11.11) has been shipped, so it is a good idea to start the migration process.
