Does it provide failover only, what about load balancing? Does it come with Enterprise OE or is there separate licensing? If separate licensing what is the product name?

SolutionIt can do load share/balancing, anmd also failover.
It is purchaseable software, and the docs are here:

->actually cant you configure apa without the software :).
No you can not configure one IP for multiple cards in a system at a time without using APA. You have to purchase this product to achive this.
