It could be due to Performance agent discovery. You can take a look at this thread for more information.

Process re-appears when you kill it. Must be spawned by a daemon.
If it is collecting performance data it should not be having a major impact on your system.
I would look into patching it.

Hi Surjeet,
Pls check if your system has OpenView Performance Agent ?
If it is installed it may run some proces like PA_discovery... but it shouldnt take SUCH resource utilisation. pls chek the OVPA config and if required try stopping it and check.

Shows this path , but there is nothing relevent there
