pam_hpsec changing umask in sudo

I have read many threads of people having the problem of the umask getting set to 077 when using sudo to create a file. The sudo site says something along the line of configuring the pam config, but I have not seen any answer to this. Has someone/anyone configured pam to not change the umask when doing commands through sudo?
