Which passwords are system required & should not or cannot be removed from the
etc/passwd file in a HPUX v10r2 system?

These are the necessary ones

root
daemon
bin
sys
adm
uucp
lp
nuucp
hpdb
nobody

I believe that all passwd entries with a UID below 100 are reserved for the
system and shouldn't be deleted if they are present.

It's not a good idea to delete entries from the /etc/passwd file directly - any
files owned by the user deleted will still be on the system owned by the old
UID. If a new user is added with that UID, the old files will suddenly be
owned by the new user.
