Yes you can do that. But which file you copy also depends on if your system is trusted or not.

copying /etc/passwd will do if the system is not trusted.

You need to copy the entire /tcb directory and /etc/passwd incase of trusted system.

You'll want to also copy /etc/group.

You can copy if system in not in trusted mode. Copy /etc/group file too. if you have HP UX 11i and shadow password product is installed please copy /etc/shadow file too.
