Perl 5.6.1 - MakeMaker

I recently downloaded the 5.6.1 binary from the HP Proting Center and the base appeared to install fine. I assumed that the MakeMaker would be included in the base code, but I can't seem to find the module. Without the module, I can't install any modules which is critical to the way that I use Perl. Where is the MakeMaker in the binary or do I need to do a full compile of the source to get the module? I looked on CPAN to see if I could find just the MakeMaker and there isn't a specific module with the package name of ExtUtils. Thanks in advance for any and all help.
