Permissions on device files

I have noticed that following HPs usual care over the permissions on files, several of the device files are world writable (eg /dev/tcp, /dev/ip etc)

Not withstanding the fact that this allows anybody to annoy the operators by sending files straight to /dev/audio :-) Is there any document that details what the minimum permissions are for files in the dev area?

(Primarily interested in tcp, ip and tlclots)

I would think that they have to be 666, since everyone on the machine would need access to devices which include pty, tty, tape, disk, etc.

What is wrong with rw-rw-rw on /dev/tcp? As a normal user you should be able to create a socket. Useful information if interested @ http://www.faqs.org/faqs/hp/hpux-faq/
